- Africa, 2025 – ongoing: Sub-contracted by Research ICT Africa as Mapping Lead on the Africa Digital Public Infrastructure Study for the African Development Bank, covering all 54 African countries.
- West Africa, Jun – Aug 2025: Sub-contracted to work on a study for MRC Unit The Gambia at LSHTM reviewing the feasibility of establishing a Pan African Data Sharing Platform.
- Africa, Apr – May 2025: Developed a trial methodology using large language models to build a comprehensive database of public information systems in Africa.
- Nepal, Nov 2024 – Feb 2025: Sub-contracted by YoungInnovations Pvt Ltd for an assessment of the Provincial Planning Data Ecosystem. Advised on data landscaping methodologies and data maturity model development.
- Developed a data landscaping methodology to assess national data infrastructures and national and sectoral data strategies.
- Led data landscaping missions for UNICEF in Zimbabwe, Uganda, UAE, Nigeria, Bangladesh, Malaysia and South Sudan.
- Technical lead on local government data modelling and ecosystem development programmes in Uganda and Kenya.
- DI alternate representative on the programme committee of the UN World Data Forum.
- Founder member of the Technical Advisory Group of the Global Partnership for Sustainable Development Data.
- Author of multiple studies on global data governance, including on the Global and African Digital Compacts.
- Technical lead of the International Aid Transparency Initiative, responsible for developing the data standard.
- Content lead on the Joined-up Data Standards programme — led to the inclusion of interoperability in the Open Data Charter and the creation of the Data Interoperability Collaborative.

After one year of university, was conscripted into the apartheid army, from which I deserted — testifying to the United Nations on its atrocities before joining the African National Congress. Full-time political commitments precluded completing formal studies. Entire career spent in intellectually demanding positions of post-graduate equivalence.
